Hallett and Owandem Park

Background

During the 2022 flood, the Hallett Tugboat was removed from its wet dock in the Rainy River and placed in the Sorting Gap Marina parking lot after it began to float and posed a risk of breaking free and travelling downstream. Following Council’s direction, Administration initiated a project to design a park at the Marina featuring the Hallett and Owandem tugboats as public displays to preserve and share their history. In 2023, Council awarded a tender to a Manitoba-based landscape architecture firm to design the park and prepare a construction tender package. However, due to limitations with the selected firm, the project did not advance beyond the conceptual design stage. At the time, Council selected conceptual design option 3B and directed administration to proceed accordingly with detailed design work for a conceptual design. (click here to view)
