TOWN OF FORT FRANCES

REQUEST FOR EXPRESSION OF INTEREST

Offers to Purchase Kiwanis Sunny Cove Camp Property

 

Information

The Town of Fort Frances is currently working with the Fort Frances Kiwanis Club via the appointed Kiwanis Sunny Cove Sale Committee to facilitate the sale of the Kiwanis Sunny Cove Camp property. The camp is located in Watten Township, approximately 11km northeast of Fort Frances and situated on the east shore of Prospect Bay on Rainy Lake. The property consists of approximately 36 acres subject to a Hydro One easement, with over 2080 feet of shoreline, and includes 2 halls, a caretaker’s cabin, a staff cabin, a storage garage, and 6 guest cabins.

 

Purpose of Request

The Kiwanis Sunny Cove Sale Committee is asking interested parties to submit an expression of interest (EOI) to the Committee for the purchase of the Kiwanis Sunny Cove Camp property. This opportunity is open to any and all parties, however the Committee is endeavoring to sell the property to a non-profit organization which would continue the primary operation of the property as an inclusive youth camp for the district.

 

Submission of an Expression of Interest

Interested parties shall submit their EOI to the Committee’s administrative staff identified below as the Municipal Planner. EOIs can be submitted via e-mail or by postal mail to the below indicated address:

The Committee reserves the right to consider any and all EOIs, and will select a desirable party to be recommended to the Town of Fort Frances Council for negotiating an Agreement of Purchase and Sale. It should be understood that the Committee may not select the desirable party based on monetary offer alone, and will select a party that they believe is in the best interest of the Town of Fort Frances, the Fort Frances Kiwanis Club, and the local community as a whole.

 

The Committee will be accepting EOIs until June 15th, 2026.

Submission Requirements

Expressions of interest submitted as a part of this request must contain the following information to be considered:

  • Party identification: Primary representative, name of organization (or if none, please state), whether the party is a non-profit organization, and contact information for the party.
  • Proposed use of the property: This information will be used to evaluate the EOI, and whether the use is desirable to the Town of Fort Frances, the Fort Frances Kiwanis Club, and the local community as a whole.
  • Organizational capacity: This information will be used to determine whether the proposed use is seen as feasible. If not an organization, please indicate such.
  • Identify any conditions desired as part of the offer.
  • Proposed offer amount.

 

 

Legal

Interested parties acknowledge that this Request for Expressions of Interest is not a procurement procedure, and only serves as an invitation for parties to express an interest in this sale. As such, there is no contractual relationship or obligation arising by virtue of any submission of an expression of interest. The Committee’s recommended expression of interest and party will go before the Town of Fort Frances and follow its Sale of Town Lands Policy 6.2 for any potential disposition.

 

Personal information provided in expressions of interest is collected under the authority of the Municipal Act, 2001 and will be used by the Kiwanis Sunny Cove Sale Committee and the Town of Fort Frances to review and appraise received expressions of interest.

Personal information and information relating to the disposition of land or potential disposition of land is protected from disclosure to the public in accordance with the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), R.S.O. 1990, c. M.56.
