Town of Fort Frances

Community Improvement Plan (CIP) Update

Notice of Public Open House – June 17, 2026

The Town of Fort Frances is undertaking an update to its existing Community Improvement Plan (CIP), which was adopted by Council on February 10, 2003, and most recently modified December 22, 2008. The Town’s existing CIP promotes economic development and revitalization through a series of Financial Incentive Programs available for private property owners throughout the Community Improvement Project Area (CIPA), which is comprised of three (3) distinct Project Areas that collectively encompass the entire municipality.

A CIP is a planning and economic development tool available to municipalities under the Ontario Municipal Act and Planning Act to promote community revitalization and help achieve economic, community planning, and urban development goals. Municipalities use CIPs to implement policies and Financial Incentive Programs (e.g., grants, tax rebates) that encourage private investment and support strategic initiatives for revitalizing targeted areas. CIPs assess the local needs, priorities, and circumstances within designated CIPAs, which are typically in transition and require maintenance, rehabilitation, development, or redevelopment.

The CIP Update project will review the CIPA and refine the suite of Financial Incentive Programs available to eligible property and business owners /operators to align with current economic development and community improvement needs and priorities. CIP updates will identify opportunities to support downtown revitalization, business attraction, housing, and tourism, among other priorities, to support continued economic growth and vibrancy in Fort Frances.
